Abstract
The paper proposes a comprehensive KM-based repository development framework emphasizing strategic alignment, stakeholder engagement, lifecycle management, and sustainability planning. The findings demonstrate that successful repository systems require institutional commitment, professional capacity building, and structured governance mechanisms. The study contributes theoretically by integrating knowledge management theory with scholarly communication research and practically by offering actionable guidelines for academic institutions seeking to strengthen repository ecosystems.
