Abstract

Good governance frameworks — including the World Bank's Worldwide Governance Indicators, the OECD's governance principles, and Fukuyama's state-capacity model — have substantially advanced how scholars and practitioners measure the quality of public institutions. Yet these frameworks share a common limitation: they emphasize institutional inputs and procedural correctness while paying comparatively little systematic attention to whether policies, once implemented, actually improve the lived experience of citizens. This paper addresses that gap by proposing a Governance Transformation Framework (GTF), a seven-stage conceptual model tracing the pathway from policy formulation through implementation quality, governance principles, service delivery, citizen outcomes, citizen trust, and feedback, into adaptive governance. The paper introduces two supporting theoretical constructs — an Implementation Quality Index (IQI) and a Compassion Governance Index (CGI) — designed to make the 'missing middle' between policy design and citizen outcomes measurable. Using a conceptual-paper methodology grounded in theory synthesis, the paper develops six research propositions linking implementation quality, transparency, accountability, compassion, feedback, and adaptive governance to public value creation. The paper concludes with a discussion of how GTF extends existing governance models, along with policy implications and an agenda for future empirical validation using structural equation modeling.
