India's irrigation sector faces systemic challenges addressed through Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), with government reports highlighting transformative progress. India's Dam Safety Act, 2021, establishes tiered protocols and audits to safeguard over 5,000 aging dams through surveillance, risk assessments, and emergency plans, mitigating failures from seepage or erosion. Analysis reveals implementation gaps like resource shortages and manual inspections, necessitating digital monitoring and capacity-building for climate resilience. Discussions highlight audit strengths in accountability but critique inconsistencies, inferring a robust yet imperfect system. Conclusions urge digitized upgrades and third-party audits, with recommendations prioritizing funding and training to ensure water security. India's irrigation infrastructure covers 45-48% of arable land but achieves only 35-40% efficiency, per ICRIER and NITI Aayog.
