Abstract

India’s Special Economic Zones (SEZs) run on paperwork. Invoices, annexures, approval letters and monthly reports move between units, suppliers, consultants and regulators, and a mistake made early in that chain tends to surface late, when it is more expensive to fix. This paper looks at that problem from the ground floor. It draws on my On-the-Job Training (OJT) at Moon SEZ Consultants Pvt. Ltd., a specialist SEZ consultancy headquartered in Pune, where I worked on invoice handling, document management, annexure checking, request tracking, reconciliation, Excel-based matching and support for Monthly Progress Report (MPR) work. Using a descriptive, qualitative approach, I read these tasks through a simple control model (Input, Verification, Processing, Reconciliation, Tracking, Review, Output) and ask what each step contributes to the reliability of what is eventually reported. The main finding is unglamorous but consistent: reporting quality is decided early, at the stage of file naming, evidence checking and exception handling, and spreadsheet automation helps only when a person still looks at the result. The study is not an audit and reports no performance measurements. It closes with five practical recommendations and suggestions for future research.
