Abstract

Free educational resources are abundant but fragmented across providers, formats, difficulty levels, languages, and curriculum structures. This paper presents Freeversity, a lightweight prototype that converts a learner profile and an uploaded syllabus into a module-organized learning roadmap. The methodology combines an 11-question placement quiz, cumulative level filtering, content-modality weighting, language and resource filters, PDF/DOCX/TXT extraction, and a hybrid score of TF-IDF cosine similarity and tag overlap. In a descriptive case study on a 39-resource catalogue, seven roadmap modules, and one bundled sample syllabus, the heuristic assigned non-zero syllabus-match scores to 38 of 39 resources; the highest score was 46.5/100 (Khan Academy: Statistics and Probability). These are heuristic ranking scores, not probabilities or accuracy estimates. Eighteen core-logic tests passed; nine API tests could not be run because Flask was unavailable. A validation protocol based on expert relevance judgments, ranking metrics, ablations, and inter-rater agreement is specified. No learning gains or superiority over neural recommenders are claimed.

Keywords—educational recommender systems, syllabus alignment, personalized learning paths, free educational resources, TF-IDF, explainable ranking.
