Abstract

Small and Medium Enterprises (SMEs) are gradually pressured to leverage data-driven decision-making to maintain competitive advantage (Sharma et al.,2014; Weider & Ossimitz, 2015). Business Intelligence (BI) systems offer significant opportunities for operational efficiency, market responsiveness, and strategic growth (Chen et al., 2012; Davenport, 2006). However, the adoption rate of BI in SMEs remains excessively low compared to big enterprises (Ahmed & Miskon, 2019; Llave, 2017)). This paper critically examines the challenges and opportunities associated with BI adoption in the SME sector. Using Technology Organization  and  Environment (TOE) framework and the Resource Based View (RBV) (Bharadwaj et al., 2013; Puklavec et al., 2018), we analyze primary adoption barriers, including financial constraints, lack of internal IT expertise, and structural hurdles related to data governance and privacy regulations. Furthermore, this study outlines actionable strategies for successful implementation, emphasizing cloud-based BI architectures, robust data governance frameworks tailored for small businesses, and incremental adoption models. The findings provide a comprehensive roadmap for SME leaders and policymakers to bridge the digital transformation gap.
