Abstract

This study critically examines the innovative women-centered governance model introduced by Tamil Nadu’s Chief Minister C. Joseph Vijay, focusing on the “Singa Pen Sirappu Athiradi Padai” (Women’s Special Action Force). Launched in May 2026, this initiative aims to enhance women’s safety, promote social justice, and foster inclusive democratic development. The scheme employs modern technology such as surveillance cameras, helpline services, and community policing to create safer public spaces for women. It emphasizes rapid response, gender-sensitive policing, and administrative reforms to address gender-based crimes like harassment, domestic violence, and cybercrime. The study evaluates the initiative’s implementation, its impact on women’s confidence and security, and its role in strengthening public trust in law enforcement.

It also highlights the importance of social justice and gender equality through this scheme, which recognizes women as equal citizens entitled to safety and opportunity. The integration of technology and administrative reforms has played a vital role in making women’s safety more effective and accessible. The long-term socio-political significance of this progressive governance model lies in fostering democratic values, social justice, and women’s empowerment. Overall, the “Singa Pen Sirappu Athiradi Padai” represents a transformative step toward inclusive governance, setting a potential example for other Indian states to follow in creating safer, more equitable societies for women. In this context, the study explores the major and dynamic challenges shaping today’s globally integrated world.
